At least six vehicles carrying Marines and special US Diplomatic Security agents arrived at Neptune's office after Paul Arcelin, a "coordinator" for the rebels, told a cheering horde in downtown Port-au-Prince that Neptune a terminate Aristide ally, would be detained in the same manner he could be tried for unspecified crimes.

"We will arrest him," Arcelin said from the balcony of the disbanded Haitian army's former general headquarters across from the presidential palace where about a thousand populace chanted "Arrest Neptune, Arrest Neptune"
