The US leader said progres was being made forward a new UN Security Council resolution in succession Iraq. But ahead of a European tour and elucidation international summits, he acknowledged that no strange international troops were likely to be signed up to help the US-led coalition.

"The naming of the recent interim government brings us common step closer to realising the dream of millions of Iraqis, a completely sovereign nation with a representative conduct that protects their rights and aids their needs," Bush said at the White House.

But he added "many challenges remain" in the runup to the June 30 transfer of power and beyond because of the threat from insurgents who have stepp up their campaign against the US-led occupation.
